The polygon coverage was built from 1 : 2,000,000 dlg political boundary polygons using ARC/INFO 6.1.2 for VMS. The coverage was exported then ftp'd to a DEC/alpha system running ARC/INFO 6.1.2 and imported. The imported coverages were projected from from a Lambert Conformal Area to a Albers Equal Area Conic projection. The coverage was inserted into the state library.
